Kigali Green City project earmarks Rwf3.7 billion for relocation compensation

Ministry of Environment Rwanda has announced that Rwf3.7 billion will be allocated to compensate residents affected by the Kigali Green City project planned in Gasabo District.

The eco-friendly model city, planned on more than 600 hectares in Kinyinya Sector, forms part of Rwanda’s broader strategy to promote sustainable urbanization and reduce carbon emissions.

Appearing before Parliament on May 25, 2026, Fidèle Bingwa said the compensation budget is essential for the timely commencement of the project.

“This budget is necessary for the implementation of the Green City project to begin,” he told lawmakers.

Jean-Nepo Ndayambaje of the Rwanda Green Fund explained that the compensation will cover affected land, buildings and trees, in accordance with legal provisions requiring compensation before construction activities start.

Designed as a climate-resilient urban development, Kigali Green City will allocate 38% of its infrastructure to pedestrian walkways and cycling lanes to encourage environmentally sustainable mobility. The project will also feature a modern urban park spanning 70 hectares.

The city is expected to accommodate between 170,000 and 200,000 residents through affordable housing while integrating commercial areas, schools, health facilities and other essential infrastructure.

Under the first phase of the project, scheduled for completion by 2030, between 1,700 and 2,000 housing units will be constructed on 16 hectares of land.
