TERMS OF REFERENCE FOR HIRING A CONSULTANT TO DEVELOP A TRAINING MODULE ON GENDER EQUALITY AND PREVENTION OF SEXUAL AND GENDER BASED VIOLENCE FOR CHAMPIONS OF GENDER EQUALITY

  1. Background

Rwanda Religious Leaders Initiative, the first ecumenical organization and an apex of religions and churches legally registered in Rwanda. It subscribes to the fight against Gender Based Violence, upholding the gender equality principles in the religious spheres and the mobilization of religious leaders to the campaign of supporting the government of Rwanda efforts to ascertain gender equity and equality in Rwanda.

RRLI and Chemonics International are implementing the Duteze Imbere Ubutabera Actvity, a three-year USAID funded project. The programme aims at boosting JRLOS’ impact, as it strives to increase access to justice for traditionally marginalized Rwandans: women, children, youth, people with disabilities, and other vulnerable populations.

RRLI intends to contribute and supplement to various efforts of the Government of Rwanda, development partners, civil society organizations and the private sector, by building the capacity of  champions of gender equality in the religious sphere  capable to  fight against  sexual and gender-based violence (SGBV) in churches and religious communities. The RRLI will use the opportunity and influence the churches and religious to convey strong messages to fight sexual and gender-based violence in churches and religions.

It is against the above background that RRLI wishes to hire a competent consultant to design and develop the content of a training tool that will be used to training religious leaders’ and future champions of the gender equality in the religious spheres . The training tool should be neutral and good enough to involve all churches and religions in the fight against sexual an Gender Based Violence. The consultant will have to develop the material in a user-friendly manner to ease information transfer to religious communities.

  1. Objectives
    • Main Objective

The main of objective of this assignment is to elaborate training module that will be used to build the capacity of  champions of gender equality in religious spheres and to enables them  fight against e Sexual and Gender Based Violence and make the aware of reporting and referral pathways  within the religious spheres.

  • Specific Objectives
  • Develop and produce a training module on gender and sexual and gender-based violence in Kinyarwanda
  • Identify different communication techniques to be used by champions of gender equality and SGBV in training religious leaders in their respective communities
  • Identify strategies that provide various ways of training champions of gender equality from different religions
  • Developing a reporting format of training conducted by champions of gender equality
  • Making presentation of the training module during the validation meeting before its use
  1. Scope of the Work

This module should be developed and designed in a way of guiding the champions of gender equality field and shading light on how champions will work to fight  SGBV from different churches and religions in Rwanda.  The training module should also provide guidance on the common messages and strategies to be used while mobilizing religious in communities to fight SGBV

  1. Expected Deliverables
  • Draft document of a training module in Kinyarwanda
  • Comprehensive training module on the fight against SGBV
  • Making presentation of the training module in the validation workshop
  • Incorporate the inputs from the validation in the training manual
  • Assist the RRLI project team in organizing and facilitating one training workshop for champions of gender equality, and SGBV prevention
  1. Required Experience and Qualifications
  • A masters or a post-graduate or equivalent qualification/ degree in Human rights, Development Study, Gender studies, Sociology, Social work, Humanities or any other relevant discipline.
  • At least 3-5 years of prior work experience in the field of Gender equality experience in conducting gender related trainings with vast experience in human rights.
  • Demonstrated knowledge and experience in developing training modules/curriculum, training materials etc.
  • Demonstrated experiences and skills in facilitating working group consultations and training.
  • Excellent writing, editing, and oral communication skills in English.
  1. Timeframe and management arrangement

The consultant is expected to work directly under supervision and technical oversight of the Executive Director of RRLI. This assignment is for the period of fifteen days from the day of signing a contract. Payments will be made in installments based upon key outputs, i.e. upon delivery of the services specified in the TOR.

  •  50% on signing the contract and submission of a blueprint including work-plan and methodology for the assignment (in English)
  •  50% on submission of comprehensive training module and after presentation of the module in the validation workshop and after facilitating one demonstration training with champions of gender equality  and the fight of the GBV and the SGBV
  1. Application file

While submitting the Technical Proposal, the Applicant shall, in particular, ensure to attach the following:

  1. Profile of the consultant (max 1 page) explaining why they are the most suitable for the work.
  2. Relevant Experience (max 2 pages).
  3. Detailed methodology and conceptual framework with expected deliverables and timelines, man days required (3-5 pages).
  4. Recent CV
  5. The financial proposal that specify a total lump sum amount
  1. Application process

Interested candidate that meet the required criteria shall submit technical and financial offers in one envelope addressed to the Executive Director of the Rwanda Religious Leaders Initiative. Well-sealed envelopes marked “CONSULTANCY TO DEVELOP TRAINING MODULE” should be submitted not later than July 25th,2020 to RRLI’s offices located in Remera-Kigali, Road Kn 5rd, road coming from Kigali international airport, in Orange tree property house, building closer to duhange plot and opposite Ituze Plaza.
