Rwanda, Mozambique Renew Investment and Counterterrorism Deals

Kigali – Rwanda and Mozambique have renewed agreements on investment and counterterrorism, reaffirming their close ties.

The deals were signed on August 27, 2025, during Mozambican President Daniel Francisco Chapo’s working visit to Rwanda.

President Paul Kagame and President Chapo oversaw the signing ceremony in Kigali.

The investment agreement was signed by Rwanda Development Board CEO Jean-Guy Afrika and Mozambique’s Ambassador to Rwanda, Amade Miquidade.

The defense ministers of both countries, Juvenal Marizamunda of Rwanda and Cristóvão Artur Chume of Mozambique, signed the counterterrorism pact.

Rwanda and Mozambique have enjoyed diplomatic ties since 1990, strengthened in 2018 with the creation of a Joint Commission for Cooperation.

In July 2021, Rwanda deployed troops to Cabo Delgado to help Mozambique combat an Islamist insurgency that had devastated the region. Since then, joint forces have dismantled extremist bases, restored security, and enabled displaced families to return home.

President Kagame hailed the strong partnership between the two countries.

“Rwanda and Mozambique are not only partners, we are true friends and brothers,” he said.

He stressed that African nations must take the lead in fighting terrorism: “Waiting for external assistance does not build sustainable peace or development.”

Kagame also welcomed President Chapo’s plan to visit the Masoro Industrial Zone and meet Rwandans interested in investing in Mozambique.

For his part, President Chapo praised his talks with Kagame and vowed to deepen cooperation in trade, security, agriculture, industry, and investment.
