OIF to train 100,000 youth in digital skills, Mushikiwabo reveals in Kigali

The Secretary General of the International Organisation of La Francophonie (OIF), Louise Mushikiwabo, says the organisation plans to expand its digital training programme to reach 100,000 young people by 2026.

Speaking in Kigali during the OIF Ministerial Conference held from 18–20 November 2025, she said the initiative, known as D-Clic, currently benefits 25,000 youth and aims to boost employment and entrepreneurship through technology skills. The expansion will be supported through a partnership with the African Development Bank.

Mushikiwabo highlighted that her leadership has focused on youth employment, women empowerment and improving French language teaching. Rwanda was the first country to request OIF’s teacher-training programme in 2020, and it is now in its third phase. OIF is also training Rwandan peacekeepers and diplomats in French.

She added that Rwanda continues to benefit from new initiatives, including support for women’s economic projects under the La Francophonie avec Elle fund. Mushikiwabo encouraged more Rwandans to apply for jobs within OIF, which employs over 300 staff across several countries.
