By The Inspirer.

More than 1,000 candidates have submitted applications to contest seats on Rwanda’s district councils in local government elections scheduled for October and November 2026, the National Electoral Commission (NEC) has announced.

NEC Chairperson Oda Gasinzigwa announced the figures during a press briefing on Friday, October 23.

Each of Rwanda’s 30 districts will have a council comprising 17 members, including five women, eight general councillors and four representatives of special groups: women, youth, people with disabilities and the private sector.

District mayors and their deputies will subsequently be elected from among the district councillors.

The submission of candidacies opened on October 10 and closed on October 21 as preparations for the local elections continued.

Gasinzigwa said the provisional list of eligible candidates for district council seats would be published on October 26, followed by the final list on October 30.

Approved candidates will campaign for two weeks, from November 7 to November 21, before the elections.

Village-level elections begin Saturday

Local elections will begin on Saturday, October 24, with the election of village executive committees.

Each committee comprises a village head and members responsible for security, immigration and movement, social welfare and community cohesion, information and public mobilisation, and development.

Residents will also elect representatives to cell councils, two women to represent their peers on cell-level National Women’s Council committees, and executive committee members of the National Women’s Council and National Youth Council at village level.

More than 90 election observers registered

Gasinzigwa said more than 90 election observers had registered to monitor the electoral process.

Applications for accreditation opened on October 1 and closed on October 22.

Domestic observers include representatives of government institutions, the Rwanda Political Parties Forum, non-governmental organisations operating in Rwanda and legally recognised faith-based organisations.

International observers include representatives of international organisations, electoral management bodies from other countries, and foreign embassies and consulates accredited to Rwanda.
