Kagame Appoints New Ministers for Local Government and Agriculture

On October 18, President Paul Kagame made significant appointments, naming new Ministers for Local Government and Agriculture and Animal Resources, as announced by the Prime Minister’s Office.

Patrice Mugenzi now takes the helm as the Minister of Local Government, succeeding Jean Claude Musabyimana, who had served in the position since 2021. Meanwhile, Mark Cyubahiro Bagabe has been appointed the Minister of Agriculture and Animal Resources, replacing Ildephonse Musafiri, who had held the role since March 2023.

Previously, Bagabe was the Director General of the Rwanda Inspectorate, Competition and Consumer Protection Authority (RICCPA) from March 2024. His extensive leadership background includes serving in prominent positions at the Rwanda Agriculture and Animal Resources Development Board (RAB) and the Rwanda Standards Board (RSB).

Holding a PhD in Plant Health and an MSc in Technology of Crop Protection from the University of Reading, Bagabe brings a wealth of expertise in agricultural science and governance.

Mugenzi, on the other hand, steps into the Local Government Minister role with substantial experience. Before this, he served as Director General of the Rwanda Cooperative Agency (RCA). He has over 15 years of experience in agribusiness management and has been a lecturer at the University of Rwanda.

Moreover, Mugenzi’s background includes work as a consultant, researcher, and expert in managing multidisciplinary projects, focusing on socio-economic research, value chain analysis, rural finance, and agribusiness.

With a PhD in Agribusiness Management from Egerton University in Kenya and a Master’s degree in Management, Economics, and Consumer Studies from Wageningen University in the Netherlands, Mugenzi brings a well-rounded academic and professional portfolio to his new position.
