Rwanda–Namibia deal signals shift toward human-centered correctional systems

Rwanda and Namibia have signed a new cooperation agreement that prioritizes rehabilitation and reintegration of inmates, marking a growing regional shift toward human-centered correctional systems in Africa.
The agreement, signed during the visit of Rwanda Correctional Service (RCS) Commissioner General Evariste Murenzi to Namibia, focuses on strengthening professional training for prison staff, modern prison management, and programs that support inmates’ return to community life. CG Murenzi is in Namibia at the invitation of his counterpart, CG Raphael Humunyela.
The deal is part of a five-year cooperation framework endorsed earlier in February, where both countries committed to build a correctional system rooted not only in security, but also in social reintegration. The framework was first approved during Commissioner General Raphael T. Hamunyela’s visit to Rwanda from 4–6 February 2025.
According to officials, the partnership will involve joint training programs, technical knowledge sharing, and exchange visits intended to boost skills among correctional officers. It also includes provisions for joint research, study tours, and cultural and sports exchanges that give inmates opportunities for personal growth.
Corrections experts view these initiatives as key to reducing repeat offending by preparing inmates with skills and support needed to reintegrate into society. The agreement positions both countries within a continental push to reform traditional punitive prison systems by focusing on rehabilitation.
Growing bilateral cooperation
Rwanda and Namibia have deepened ties in rule-of-law institutions for more than a decade. Since 2015, their national police forces have shared training programs, and by 2022, 15 senior Namibian officers had completed advanced courses at the Rwanda National Police College.
Beyond security cooperation, the two countries also maintain a bilateral air service agreement aimed at growing trade and tourism.
With the latest deal, Rwanda and Namibia are expanding collaboration into an area increasingly recognized as central to community safety: helping offenders return as productive members of society.
