Rwanda and India ink cultural exchange deal to strengthen bilateral ties

Rwanda and India have signed a landmark cultural cooperation agreement aimed at deepening collaboration and boosting people-to-people connections between the two nations. The five-year agreement, valid until 2030, was signed during the second meeting of the Rwanda-India Joint Commission in New Delhi.

The Rwandan delegation was led by Foreign Affairs Minister Olivier Nduhungirehe, while the Indian side was represented by State Secretary for International Cooperation Kirti Vardhan Singh. The discussions reviewed ongoing partnerships across defense, agriculture, trade, and investment, as well as education, science and technology, culture, and personal exchanges between citizens.

Minister Singh highlighted that the talks also addressed global and regional developments with potential impact on both countries’ interests. The agreement reinforces already strong diplomatic and economic ties, with Rwanda being one of the first African countries to host an Indian diplomatic mission as part of India’s strategy to expand its presence across the continent.

India is a major investor in Rwanda, ranking second in 2024 for total foreign investment after China. Indian investments reached $445.1 million (13.6% of total), while China invested $460 million (14.1%), highlighting Rwanda’s growing appeal as a hub for regional and international investors.

This agreement positions culture as a central pillar in Rwanda-India relations, complementing robust trade and investment partnerships and enhancing opportunities for future collaboration.
