Rwanda and DRC Sign Landmark Peace Deal Backed by Global Leaders

French President Emmanuel Macron, Ukrainian President Volodymyr Zelensky, and other world leaders have welcomed the peace agreement signed between Rwanda and the Democratic Republic of Congo (DRC) on June 27, 2025, calling it a crucial step toward ending decades of instability in Africa’s Great Lakes region.

The agreement, signed with support from the United States, commits both countries to respect each other’s sovereignty, dismantle the FDLR rebel group and its affiliates, lift Rwanda’s defensive security measures, and support the safe return of refugees.

President Macron described the deal as a historic milestone after years of conflict.

“The peace deal between the DRC and Rwanda, with U.S. support, is a historic step after many painful years. It brings hope for the Great Lakes region. For Congolese and Rwandans alike, France stands with you. Peace must be secured,” Macron said.

Since 2022, Macron has played a key role in encouraging dialogue between Kigali and Kinshasa, including a 2022 meeting in New York with Presidents Paul Kagame and Félix Tshisekedi to help defuse tensions.

The African Union (AU) and Qatar, who both supported the talks, were also represented at the signing ceremony.

AU Commission Chairperson Mahmoud Ali Youssouf hailed the breakthrough and thanked all who contributed to the agreement.

“He praised the constructive role of the U.S. and Qatar in facilitating the dialogue and the consensus that made this possible. He underlined that this international partnership, anchored in Africa’s agenda, is vital for lasting peace,” his office said.

Qatar’s Foreign Minister, Dr. Mohammed bin Abdulaziz bin Saleh Al-Khulaifi, applauded Rwanda and the DRC for their commitment and said Qatar was proud to support the peace efforts. He expressed hope the agreement would bring real stability to the region.

Ukrainian President Zelensky said the deal highlights the global importance of ending conflicts.

“It’s vital to stop wars and restore hope for safe lives everywhere. America’s leadership is key to making that possible,” Zelensky said. He added that he hopes the U.S. will help end Russia’s war on Ukraine, saying, “Russia keeps rejecting peace proposals and undermining diplomacy. This must stop.”

Belgium’s Foreign Minister, Maxime Prévot, also praised the agreement but stressed that its success depends on full implementation.

“Putting this agreement into action is essential to securing real, lasting peace in the Great Lakes region. Belgium will continue working tirelessly with partners in the region and beyond to achieve that goal,” Prévot said.

The peace accord has raised hopes that the region, long scarred by conflict and displacement, could finally see a path toward lasting stability.
