‘Opposition in Rwanda is not about undermining national progress’ – Dr Frank Habineza

Senator Dr Frank Habineza, who also serves as spokesperson of the National Consultative Forum of Political Organizations, has said that political opposition in Rwanda is rooted in ideas and democratic engagement, and should not be associated with efforts to undermine national achievements.

He made the remarks on April 13, 2026, during the 32nd commemoration of politicians killed during the 1994 Genocide against the Tutsi.

The event, held at the Rebero Genocide Memorial in Kigali, marked the conclusion of the Genocide commemoration week and honoured 21 politicians who were killed for resisting division and genocide ideology.

Dr Habineza noted that Rwanda’s 11 registered political parties operate within state institutions, including Parliament, while maintaining ideological independence.

He said political diversity allows parties to express different views without compromising national unity or the country’s development trajectory.

“Opposition in Rwanda does not mean destroying what has been achieved over the past 32 years since the 1994 Genocide against the Tutsi,” he said. “It is about contributing ideas and proposing solutions to national challenges, while remaining mindful of our history.”

He emphasized that political differences must operate within a framework that strengthens unity and reconciliation among Rwandans.

Dr Habineza also criticized some individuals in the diaspora, accusing them of misrepresenting Rwanda’s governance system.

He reaffirmed support for the country’s leadership under President Paul Kagame, saying political actors remain committed to protecting national gains.

He further urged Rwandans still abroad, including former members of the FDLR and others implicated in crimes during the 1994 Genocide against the Tutsi, to return home and distance themselves from those discouraging their repatriation.

Dr Habineza reiterated that Rwanda’s political direction remains inclusive, non-exclusionary, and focused on unity and national development.
