Justin Nsengiyumva takes office as Rwanda’s Prime Minister, commits to national priorities

Kigali, July 25, 2025 — Justin Nsengiyumva officially assumed the role of Prime Minister on Friday, succeeding Édouard Ngirente in a formal handover ceremony at the Prime Minister’s Office in Kigali.
In his initial statement, Nsengiyumva expressed deep appreciation to President Paul Kagame for entrusting him with the position, acknowledging the significant responsibility it entails.
He also recognized the accomplishments of his predecessor, Ngirente, and committed to building upon the progress made during his tenure. Nsengiyumva reaffirmed the government’s core principle of prioritizing the country’s interests above all else.
Prior to this appointment, Nsengiyumva served as Deputy Governor of the National Bank of Rwanda, where he was known for his emphasis on efficiency and results-driven leadership.

As Prime Minister, he pledged to uphold principles of transparency, accountability, and inclusiveness within government initiatives. He stressed the importance of evidence-based policymaking, focusing on responsiveness to citizens’ needs, sustainable investments, and long-term planning.
Furthermore, he highlighted the necessity of monitoring government performance through clear, measurable indicators to ensure effective management of public resources.
Outgoing Prime Minister Ngirente reflected on his eight years in office, expressing gratitude to President Kagame and his team for their collaboration.
He noted significant reforms achieved in sectors such as education, healthcare, and public service delivery. Ngirente underlined the importance of maintaining focus on national unity and development and emphasized the need for continued and purposeful execution of government programs.

During the ceremony, he officially handed over the coordination of Rwanda’s five-year development plan, the National Strategy for Transformation (NST2).
Elias Turatsinze, Director General at the Prime Minister’s Office, praised Ngirente’s leadership and welcomed Nsengiyumva to his new role.
He assured full Cabinet support for the incoming Prime Minister, expressing commitment to working together to advance Rwanda’s national goals and improve the well-being of its citizens.
As Nsengiyumva embarks on his leadership at a pivotal moment in Rwanda’s ongoing transformation, he faces high public expectations alongside the momentum of current reform efforts.
