CERULAR Commits to Strengthen the Rule of Law

The Center for Rule of Law Rwanda (CERULAR) Organization has revealed that they are going to improve their services to help more citizens access to justice.

The organization currently pursues three programs namely: Law and Policy literacy, access to justice as well as Research and Policy influencing.

Speaking during CERULAR-Media Exchange Forum with the theme “Harnessing Synergy towards Strengthening the Rule of Law” last week, Me.Moses Sebudandi, CERULAR Chairperson said that “We want to improve our services to the citizens in regard with access to justice and awareness of laws, we will need to collaborate with the media to help the government make informed policies,”

Participants to this forum agreed to collaborate on different areas including joint monitoring, research, and reporting on rule of law trends.

John Mudakikwa, Executive Director of this organization said that “CERULAR seeks to contribute towards strengthening the culture of respect for the rule of law.”

He explained that rule of law is the principle of governance in which all persons, institutions and entities, public and private companies enjoy their rights to access to justice and awareness of laws in place.

He said that some issues that hamper the rule of law to be enhanced are persisting in various life corners, but he ensured that more efforts will be put in tackling them.

Existing research conducted by Legal Aid Forum (LAF) indicates that only 4 percent of Rwandans have adequate knowledge in laws; and as a consequence, most of them cannot invoke the law to claim their rights.

The United Nations defines the Rule of Law as a principle of governance in which all persons, insitutions and entities, public and private, including the State itself, are accountable to laws that are publically promulgated, equally enforced and independently adjudicated, and which are consistent with international human rights norms and standards.
