BK and BRD commit RWF 75 billion loan to boost Bugesera Industrial Zone

Bank of Kigali (BK) and the Development Bank of Rwanda (BRD) have taken a major step toward advancing Rwanda’s industrial sector by committing a loan worth RWF 75 billion to fast-track infrastructure development at the Bugesera Special Economic Zone (BSEZ).

The financing deal was signed between BK, BRD, the BSEZ management, and the public-private partnership between the Government of Rwanda and ARISE Integrated Industrial Platforms (ARISE IIP). The loan will support the development of infrastructure across 335 hectares of the zone.

The Bugesera Industrial Zone is strategically located just 10 kilometers from Bugesera International Airport and 50 kilometers from Kigali City.

It is expected to host small and medium-sized industries involved in food processing, pharmaceuticals, transport equipment, and packaging materials.

The project is aimed at boosting exports, reducing import dependence, and creating sustainable jobs.

Out of the total RWF 75 billion loan, BK will contribute approximately RWF 47.8 billion, while BRD will provide RWF 27.5 billion, including RWF 14.5 billion earmarked for environmental protection initiatives.

The first phase of the industrial zone—covering 75 hectares—is already operational and hosts both regional and international manufacturers with ready-to-use infrastructure.

Arnab Bose, CEO of BSEZ, welcomed the agreement, calling it a clear demonstration of ARISE IIP’s commitment to supporting Rwanda’s industrial transformation.

“We’re excited to partner with BK and BRD to promote inclusive and sustainable industrial development,” he said.

Dr. Diane Karusisi, CEO of Bank of Kigali, said the deal reflects BK’s confidence in Rwanda’s development capacity.

“Financing a project of this scale is a major step, and we’re proud to help deliver the country’s long-term vision.”

Kampeta Pitchette Sayinzoga, BRD’s CEO, said the project meets all the key development priorities.
“This is the right project, at the right time, and it puts citizens and national capacity at the forefront. It’s the kind of investment that builds inclusive, sustainable economic growth.”

Launched in 2023 through a public-private partnership, BSEZ is designed to become Rwanda’s leading industrial hub with a total planned investment of \$100 million.

It plays a key role in the Government’s National Strategy for Transformation (NST), which aims to transition Rwanda’s economy from subsistence-based to advanced industrialization.
