Bamporiki and Gasana among 32 pardoned by President Kagame, over 2,000 released on parole

President Paul Kagame has granted a pardon to 32 individuals, including former Minister of State for Culture Edouard Bamporiki and former Eastern Province Governor Emmanuel Gasana. In addition to the pardons, 2,017 prisoners have been released on parole following the resolutions of a Cabinet meeting held on October 18, 2024.

Bamporiki’s case began in 2022 when he was suspended after being accused of accepting a Rwf5 million bribe from businessman Norbert Gatera in exchange for assisting in reopening Gatera’s alcohol factory.

Additionally, Retired Commissioner General Emmanuel Gasana, former Governor of Eastern Province, was also pardoned. Gasana had been serving a two-and-a-half-year sentence for soliciting illegal benefits by coercing a businessman to provide irrigation services on his farm in Nyagatare.

Other key figures granted pardons include Christian Rwankunda, former Permanent Secretary at the Ministry of Infrastructure, and Eric Serubibi, former Director General of the Rwanda Housing Authority. Both were sentenced to six years in 2022 for their roles in mismanaging public funds during a government building purchase in 2018.

The list of pardoned inmates spans several correctional facilities across Rwanda, including Gicumbi, Musanze, Ngoma, and Nyagatare, among others.
