Rwanda’s Remarkable Infrastructure Development: 1,600 Kilometers of Asphalt Roads in Seven Years
By Elias Hakizimana.
In an impressive display of commitment to sustainable development, the government of Rwanda has achieved significant milestones in the past seven years, particularly in infrastructure development.
The NST1 program, designed to accelerate sustainable growth, has played a pivotal role in connecting different regions of the country through the construction of 1,600 kilometers of asphalt roads.
Despite the challenges posed by the Covid-19 crisis, the ‘Stay at Home program’/Guma Mu Rugo’, aimed at curbing the spread of the virus, did not hinder the ongoing efforts to enhance Rwanda’s infrastructure. Workers involved in vital construction projects were granted special privileges to ensure the continuity of these essential developments.
One notable impact of these infrastructure improvements is the reduced travel time for residents of the Northern and Eastern Provinces, particularly along the Rukomo-Nyagatare road. What was once a four-and-a-half-hour journey to Kigali has now been shortened to three and a half hours, greatly benefiting the local population.
The enhanced road network has not only facilitated travel but has also contributed to the development of tourism. Pilgrims visiting Kibeho for religious purposes, for instance, have experienced improved access due to upgraded roads like Huye-Kibeho, resulting in increased tourism and economic development in the area.
During the 19th National Dialogue Council, ‘Umushyikirano’ on January 23, 2024, Prime Minister Dr. Edouard Ngirente proudly announced the completion of 1,600 kilometers of asphalt roads. These roads, including Base-Rukomo, Nyagatare, Kagitumba-Kayonza-Rusumo, Ngoma, Bugesera-Nyanza, Huye-Kibeho, and Pindura, represent critical connections between regions, fostering communication and overall development.

Additionally, Minister Dr. Ngirente highlighted the construction of 237 kilometers of new roads in Kigali City and other urban centers, further underscoring the government’s commitment to comprehensive infrastructure development.
The installation of lights along 2160 kilometers of roads has enhanced safety and visibility, surpassing the initial target of 2400 kilometers. The ongoing work in this regard signifies the government’s dedication to ensuring well-lit road networks across highways and cities.
In the realm of electricity, over 1.5 million new homes have been supplied with power, significantly increasing the percentage of households with electricity from 34% in 2017 to 74%.
The government aims to achieve 100% electrification, and efforts continue to bridge the remaining 26%.
Water infrastructure development

Beyond roads and electricity, the government has prioritized water infrastructure, with seven water treatment plants established in locations such as Nzove, Kanzenze, Gihira, Kanyonyomba, Mwoya, Nkombo, and Nyankore. The volume of processed water has nearly doubled since 2017, reaching 330 thousand cubic meters against a target of 303 thousand cubic meters.
The commitment to providing clean water is reflected in the construction of over 1,800 kilometers of water pipes in urban areas and 2,000 kilometers in rural areas, along with the repair of 191 water pipes. The results of the 2022 census indicate that 82% of Rwandans in households now have access to clean water, rising to an impressive 97% in the city of Kigali.
Minister Dr. Ngirente affirmed the government’s ongoing commitment to expanding water infrastructure, emphasizing its importance as a source of cleanliness and overall well-being.
As Rwanda continues its remarkable journey of development, these achievements underscore the government’s dedication to enhancing the lives of its citizens through comprehensive and strategic infrastructure initiatives.
