Rwanda, China Sign Justice Cooperation Agreement

Kigali, Rwanda – Rwanda and China have signed a new cooperation agreement to strengthen forensic science in the justice sector.

The deal was concluded between the Rwanda Forensic Institute (RFI) and DNA Service Center (Hong Kong) Co., Ltd, under the witness of Justice Minister Dr. Emmanuel Ugirashebuja and Chinese Ambassador to Rwanda Gao Wenqi.

According to officials, the agreement will enhance Rwanda’s capacity in advanced DNA analysis, support child protection, and improve identity verification, positioning the country as a regional hub in forensic evidence and legal expertise.

“This is a major milestone for Rwanda—enhancing our judicial capacity, advancing justice, and safeguarding our citizens,” Dr. Ugirashebuja said. “Together with China, we are laying the foundation for Rwanda to become a leading regional hub in legal and forensic expertise.”

The partnership adds to Rwanda-China cooperation in other sectors, including infrastructure, agriculture, and industry.
