Kigali Set to Address Housing Demands with 10 Key Projects

The Government of Rwanda has committed to delivering 150,000 new homes annually to meet the projected demand of 5.5 million homes by 2050. Kigali, in particular, is facing a rising demand for urban residential apartments, requiring 18,000 affordable housing units each year to accommodate its growing population.

In response, the Rwanda Housing Authority (RHA) has identified 10 key affordable housing projects expected to significantly contribute to addressing the housing shortfall:

1. Bwiza Riverside Homes
   Located in Karama, Nyarugenge District, Bwiza Riverside Homes were inaugurated by President Paul Kagame in 2022. Developed by ADHI Rwanda Ltd, these eco-friendly homes are aimed at first-time homeowners, with prices ranging from Rwf16 million to Rwf35 million. The project plans to build 40,000 homes over five phases in the next 13 years.
2. Rugarama Park Estate
   This project, developed by Remote Group in partnership with Shelter Afrique and the Development Bank of Rwanda (BRD), aims to build 2,000 homes on 42 hectares in the Nyamirambo sector. It targets mixed-income buyers, with prices ranging from Rwf12 million to Rwf35 million, and is set to provide housing for up to 14,000 residents, while creating hundreds of construction jobs.
3. Kinyinya Park Estate Project
   Kinyinya Park Estate is expected to deliver 10,000 modern homes, accommodating around 50,000 residents in Kinyinya. This $400 million project is a joint venture between the Development Bank of Rwanda, Rwanda Social Security Board (RSSB), and other partners. The project will be built in five phases over five years.
4. Batsinda Project
   Targeted at salaried workers, the Batsinda Project offers subsidized housing, with the government covering 30% of the total cost. Prices range from Rwf20 million to Rwf30 million, and the first phase will deliver 548 units in Kinyinya sector.
5. Busanza Housing Estate
   Busanza Housing Estate, located in Kanombe sector, Kicukiro District, will house families relocated from informal settlements, including Kangondo I, Kangondo II, and Kibiraro I, as part of Kigali’s urban redevelopment efforts.
6. Vision City Project
   Developed by Ultimate Developers Ltd for the RSSB, Vision City is a multi-phase project in Gacuriro, Gasabo District. The first phase delivered 504 homes, with the second phase set to deliver 1,500 sustainable homes. The project aims to create a comprehensive urban environment, complete with healthcare facilities, schools, supermarkets, and entertainment venues.
7. Masaka Housing Project
   Managed by Remote Estate, the Masaka Housing Project offers 278 units, including apartments, semi-detached buildings, townhouses, luxury villas, and commercial spaces. Prices for a three-bedroom house start at Rwf30 million, with flexible payment options.
8. Riverside City Estate
   Located in Gahanga, Kicukiro District, Riverside City Estate’s first phase will build 100 affordable homes, with prices under Rwf50 million. The project includes essential amenities such as a nursery school, health center, and supermarket, with plans for an additional 200 homes in the second phase.
9. Ndera Housing Project
   Led by the Development Bank of Rwanda (BRD), this project will deliver 1,300 affordable homes in Ndera, with prices starting at Rwf27 million. Targeting employees earning between Rwf261,000 and Rwf1.2 million monthly, the project will cost approximately Rwf60 billion.
10. Isange Estate
    Isange Estate, located at Rebero Hill in Kigali, is being developed by Imara Properties. The first two phases have delivered 30 units, with more to follow. The estate is designed to be environmentally friendly, offering flexible payment options and homes with three to four rooms. Residents will enjoy panoramic views of Kigali and access to nearby amenities like the Kigali Cultural Village.
