Kagame Appoints New Finance and Foreign Affairs Ministers in Cabinet Reshuffle

On Wednesday, June 12, President Paul Kagame announced significant changes to his Cabinet and various government agencies.

Olivier Nduhungirehe was appointed the new Minister of Foreign Affairs and International Cooperation, succeeding Dr. Vincent Biruta.

Nduhungirehe, formerly Rwanda’s Ambassador to The Netherlands, replaces Dr. Biruta, who has been appointed as the new Minister for Interior.

Alfred Gasana, the previous Interior Minister, has been named Rwanda’s envoy to Amsterdam.

Nduhungirehe’s experience includes serving as the Minister of State in the Ministry of Foreign Affairs in charge of the East African Community from September 2017 to April 2020. He also held the position of Rwanda’s ambassador to Belgium, with accreditation to Luxembourg and the European Union, from December 2015 to September 2017.

In the Ministry of Finance and Economic Planning, Yousuf Murangwa has been appointed as the new Minister, replacing Dr. Uzziel Ndagijimana.

Before this appointment, Murangwa was the Director General of the National Institute of Statistics of Rwanda (NISR).

Ivan Murenzi, previously the deputy Director General, will take over Murangwa’s former role at NISR.

Consolee Uwimana has been named Minister of Gender and Family Promotion, succeeding Dr. Valentine Uwamariya, who has been reassigned to the environment docket in the same capacity.

Mutesi Linda Rusagara has been appointed Minister of State for Resource Mobilization and Public Investment within the Ministry of Finance.

In the Ministry of Infrastructure, Olivier Kabera has been appointed as the new Minister of State, replacing Patricie Uwase. Kabera was the Managing Director of NPD Ltd, a construction company under Crystal Ventures.

Dr. Jeanne d’Arc Mujawamariya, the former Minister of Environment, has been moved to the Ministry of Public Service and Labour.

Other notable changes include the appointment of Angelique Habyarimana as the Director General of the National Public Prosecution Authority (NPPA), replacing Aimable Havugiyaremye, who has been named Secretary General of the National Intelligence and Security Service (NISS).

Havugiyaremye takes over from Maj. Gen. Joseph Nzabamwita, who has been moved to the Office of the President as the Senior Security Advisor.

Ronald Niwenshuti has been appointed Commissioner General of the Rwanda Revenue Authority (RRA), succeeding Pascal Bizimungu Ruganintwari.

Niwenshuti was the Deputy Commissioner General in charge of Large Taxpayers. Dr. Innocente Murasi will now serve as RRA’s Deputy Commissioner General.

Additionally, Fulgence Dusabimana has been appointed Vice Mayor of the City of Kigali in charge of Infrastructure and a member of the City Council.
