High Council of the Judiciary dismisses judges over corruption, appoints new officials

The High Council of the Judiciary has dismissed two judges and two court registrars over corruption-related offenses, suspended another judge for six months without pay, and appointed 15 officials to new positions within the judiciary.

The decisions were taken during a meeting held this week and chaired by the President of the Supreme Court and Chief Justice, Domitilla Mukantaganzwa.

Those permanently dismissed include Kamanzi Dalaus, a former judge at the High Council of the Judiciary; Hategekimana Zozime, a former judge at the Mukamira Primary Court; and Murenzi Prosper, former Chief Registrar of the Nyakabuye Primary Court, all for offenses linked to corruption. The Council also approved the dismissal of Masengesho Céline, a former registrar at the Nyarugenge Intermediate Court, for abandoning her duties without justification.

Meanwhile, Hamenyimana Télesphore, a judge at the Karongi Intermediate Court, was suspended for six months without pay for unjustifiably postponing hearings and delaying the delivery of judgments.

The Council further renewed the mandate of Nsengiyumva Félicien as President of the Musanze Intermediate Court.

In a series of new appointments, Byukusenge Marie Claire was named Legal Advisor in the Office of the Vice President of the Supreme Court, while Bandora Jean Baptiste and Murererehe Saouda were appointed court inspectors.

Nsengiyumva Jean Claude was appointed President of the High Council of the Judiciary, Rusizi Chamber. Bwiza Blanche, Gasana Jean Damascène, Twagiramungu Félicien, and Kabalisa Fulgence were appointed as judges.

Kamanzi Dative was appointed Registrar at the Commercial High Council of the Judiciary. Giraneza Clémentine was named President of the Rusizi Intermediate Court, with Umubyeyi Francine appointed Vice President of the Gicumbi Intermediate Court.

Musabyeyezu Aimée Solange and Murenzi Pacifique were also appointed as judges.

At the primary court level, Mukashyaka Léonille was appointed President of the Nyagatare Primary Court, while Niyonsaba Emelyne was appointed President of the Muhoza Primary Court in Musanze District.

The High Council of the Judiciary also accepted the resignation of Mukaburega Marie Claire, a judge at the Nyarugenge Primary Court in the City of Kigali.

The decisions reflect the Council’s ongoing efforts to strengthen integrity, accountability, and efficiency within Rwanda’s judicial system.
