The United States Welcomes Draft Peace Agreement Proposed by Rwanda and Congo

Massad Boulos, Senior Advisor to President Trump on African Affairs, announced on Monday, May 5, 2025, that he has officially received the draft of a peace agreement aimed at finding a lasting solution to the insecurity in eastern Democratic Republic of Congo (DRC).

In a statement posted on X (formerly Twitter), Massad expressed his satisfaction with the draft agreement submitted by both countries.

He said, “This is a significant step in implementing the principles agreed upon in the foundational framework agreement, and I am confident they will remain committed to achieving lasting peace.”

Following the submission of the drafts, it is expected that the U.S. Secretary of State, Marco Rubio, will meet with the foreign ministers of both Rwanda and the DRC to jointly review and finalize the proposed agreement.

Once this step is completed, preparations for the final signing of the agreement will follow.

President Trump is expected to host the presidents of Rwanda and the DRC at the White House for the official signing of the agreement.

The ceremony, expected to take place in two months, will also invite other heads of state who played a role in the peace process addressing the insecurity in eastern Congo.

Before the agreement is signed, the U.S. has stated that both parties must first agree on several key issues.

Among them, the DRC must resolve all security concerns, including the issue of the FDLR militia.

Additionally, the DRC is expected to finalize internal reforms related to governance and equitable regional resource distribution.

Both countries must also agree to enter into separate economic agreements with the United States.

This development follows the signing, on April 25, 2025, in Washington, D.C., of a preliminary framework agreement between Rwanda and the DRC. The agreement outlines basic principles for achieving a sustainable resolution to insecurity in the Great Lakes Region of Africa.

The framework was signed by Rwanda’s Minister of Foreign Affairs and Cooperation, Ambassador Olivier Nduhungirehe, and DRC’s Thérèse Kayikwamba Wagner, with U.S. Secretary of State Marco Rubio acting as mediator.

The agreement includes six key provisions: sovereignty and independence, security, economic cooperation, repatriation of refugees, MONUSCO and regional forces, and the peace accord.

On April 30, 2025, Massad Boulos also met in Doha, Qatar, with representatives from Rwanda, the Democratic Republic of Congo, Togo, and France. The discussions focused on enhancing efforts to resolve the security crisis in eastern Congo and on negotiations between the Congolese government and the M23/AFC armed group.
