Senior Kigali City Engineer Arrested for Failing to Account for Wealth

The Rwanda Investigation Bureau (RIB) has arrested Ingabire Clement, a Senior Civil Engineer at the City of Kigali, on suspicion of corruption-related offenses, including failure to explain the source of his wealth and money laundering.

Ingabire, 36, who oversees construction inspections for the city, was taken into custody on July 7, 2025, and is being held at RIB’s Nyarugenge Station. His case file has since been handed over to the Prosecution Office.

According to RIB, investigations revealed that Ingabire could not account for significant assets acquired between 2021 and 2023. Some of these properties were allegedly registered under the names of relatives to conceal their true ownership.

RIB has urged public officials to stop abusing their positions for personal gain and reminded the public that accepting to register illicit property on behalf of others is a criminal offense that makes them accomplices.

Under Rwandan law, a conviction for money laundering carries a prison sentence of 10 to 15 years and a fine of three to five times the value of the laundered assets. Failure to justify the source of wealth is punishable by seven to 10 years in prison and a similar fine.

RIB reiterated that corruption crimes do not expire and called on citizens to report and reject any form of corruption.
