Rwanda’s Five-Year Transformation Blueprint: A Breakdown of the 14 Key Goals

On August 23, Rwanda’s new Cabinet approved the Second National Strategy for Transformation (NST2), a five-year blueprint that will steer government activities during President Paul Kagame’s current term.

The NST2, which follows the seven-year NST1, is designed to accelerate Rwanda’s socio-economic progress by focusing on five strategic priorities: creating decent jobs, boosting exports, enhancing public service delivery, improving the quality of education, and reducing stunting and malnutrition.

These priorities are embodied in 14 ambitious goals that outline the country’s path towards achieving its development objectives.

1. Modernized Agriculture

Agriculture remains the backbone of Rwanda’s economy, and the NST2 aims to modernize this sector to achieve over 6% annual growth. The strategy focuses on making agriculture more market-oriented and sustainable by increasing productivity by over 50%. This will be achieved through an 85% expansion in irrigated land, greater access to fertilizers and seeds, improved animal breeds, and a significant boost in the domestic production of animal feeds.

2. Jobs for All

Employment creation is central to NST2, with a target of generating 1.25 million productive and decent jobs by 2029, translating to 250,000 new jobs each year. This goal is aligned with Rwanda’s broader aim of reducing unemployment and ensuring that all citizens can contribute to and benefit from the country’s economic growth.

3. Open for Business

Rwanda’s economy is set to become even more open to private investment under NST2, with a goal to double private investment from $2.2 billion in 2023 to $4.6 billion by 2029. This will be supported by increasing export levels from $3.5 billion to $7.3 billion, driven by a focus on non-traditional products, agro-processing, and mining with an emphasis on value addition.

4. Made in Rwanda

The ‘Made in Rwanda’ initiative will be further strengthened, aiming to turn the country into a hub for high-quality, locally made goods. This will be fueled by significant investments in agriculture, manufacturing, and services, boosting the economy and creating jobs.

5. Setting Solid Foundations for Education

Education is a key pillar of Rwanda’s development, and NST2 aims to enhance early childhood education by increasing pre-primary enrolment from 35% to 65%. This effort reflects the country’s commitment to laying a strong foundation for lifelong learning and ensuring that all children have access to quality education from an early age.

6. Developing a Market-Ready Workforce

To bridge the skills gap and meet the demands of a growing economy, NST2 plans to establish TVET Centers of Excellence in 8 districts. These centers will provide high-demand skills aligned with market needs, equipping Rwandans with the tools they need to secure jobs and drive economic growth.

7. Developing Skills for the Future

The strategy also emphasizes the need to prepare Rwandans for a digital future. NST2 aims to equip one million coders and train 500,000 people in advanced ICT skills, ensuring that Rwanda remains competitive in the global digital economy.

8. Quality Healthcare for All

Healthcare access is another priority, with NST2 aiming to quadruple the number of registered health workers and improve maternal, child, and infant health services. This goal underscores Rwanda’s commitment to providing quality healthcare to all its citizens.

9. Intensifying the Fight Against Malnutrition

NST2 sets an ambitious target to halve stunting rates from 33% to 15%, recognizing the critical role of nutrition in the overall health and development of the population.

10. Universal Access to Clean Water and Electricity

By 2029, NST2 envisions universal access to clean water, sanitation, hygiene services, and reliable electricity for all households, schools, and health facilities, significantly improving the quality of life for Rwandans.

11. Promoting #VisitRwanda

Tourism will continue to play a vital role in Rwanda’s economy, with NST2 aiming to nearly double tourism revenues. The country will focus on establishing itself as a top destination for Meetings, Incentives, Conferences, and Exhibitions (MICE) and key sporting events.

12. A Single Digital ID

A Single Digital ID system will be introduced, revolutionizing access to government services and making interactions with public institutions faster and more efficient.

13. Universal Access to E-Government

By 2029, NST2 aims for all government services to be fully digitized, enhancing service delivery and accountability.

14. Embracing Partnerships

Finally, NST2 underscores the importance of economic diplomacy and international cooperation. Rwanda will strengthen its global profile to secure trade and investment opportunities, maintain peace and security, and ensure the active engagement of its diaspora in national development.

In summary, Rwanda’s NST2 is a comprehensive and ambitious strategy aimed at transforming the nation’s socio-economic landscape.

By focusing on key areas such as agriculture, employment, education, healthcare, and digital transformation, the strategy seeks to propel Rwanda toward a future of inclusive growth and sustainable development.
