Rwanda Challenges EAC Leaders to Tackle Regional Instability with Urgency

Rwanda has urged the East African Community (EAC) to adopt a resolute and unified approach to address the region’s security challenges, particularly following the withdrawal of the East African Regional Force from the Democratic Republic of Congo (DRC).

This appeal was made during the 24th Ordinary Summit of EAC Heads of State, held on November 30 in Arusha, Tanzania.

President Paul Kagame, represented by Rwanda’s Minister of Justice and Attorney General, Dr. Emmanuel Ugirashebuja, joined other EAC leaders at the summit, which convened under the theme: “Promoting Trade, Sustainable Development, and Peace & Security for Improved Livelihoods.”

In delivering President Kagame’s message, Dr. Ugirashebuja emphasized Rwanda’s commitment to achieving regional peace but expressed concern over the premature withdrawal of the EAC Regional Force from the DRC and the lack of accountability among EAC member states.

“There has been no official explanation for the withdrawal of the East African Regional Force from the DRC. This lack of transparency undermines the trust and accountability required for effective regional collaboration,” Dr. Ugirashebuja stated.

The East African Regional Force (EACRF), which was deployed in 2022 to help stabilize the conflict-ridden eastern DRC, began its withdrawal in late 2023. The move has raised questions about the region’s collective resolve to combat insecurity.

Call for Swift and Coordinated Action

Dr. Ugirashebuja underscored the need for EAC member states to move beyond complacency and prioritize actionable results to secure lasting peace.

“We must deliver faster, more effective outcomes. This is the greatest investment we can make for our shared future, and it is fully within our capacity,” he added.

The summit coincided with the EAC’s 25th anniversary, marking a pivotal moment for introspection on the bloc’s achievements and challenges.

During the anniversary celebrations, Kenyan President William Ruto was named the rotational Chair of the EAC for 2025. In his remarks, Ruto affirmed Kenya’s support for merging the Luanda and Nairobi peace processes to streamline efforts toward resolving the DRC crisis. He also endorsed the involvement of former Kenyan President Uhuru Kenyatta, the Nairobi Process mediator, in the broader Luanda framework.

Rwanda’s call for accountability and urgency comes amid growing expectations for the EAC to address not only security issues but also economic and social challenges affecting the region. The success of these efforts, Rwandan officials believe, will hinge on stronger collaboration and a collective commitment to action.
