Nyabihu: RIB arrests 14 people, including district officials and IBUKA representatives

The Rwanda Investigation Bureau (RIB) has arrested 14 individuals, including officials from Nyabihu District and leaders of IBUKA, the umbrella organization representing survivors of the 1994 Genocide against the Tutsi, over allegations of fraud related to the construction of houses for genocide survivors.

In a statement released on October 7, 2025, RIB said the suspects include the Executive Secretary of Nyabihu District, Mugiraneza David, procurement officers, an infrastructure officer, a social affairs officer, sector executive secretaries, IBUKA representatives at sector level, and contractors. They are accused of collaborating to embezzle funds allocated for rehabilitating houses for genocide survivors across seven sectors of the district.

RIB said the suspects allegedly signed documents confirming receipt of construction materials that were never delivered, and in other cases, accepted materials that did not meet required quality standards.

The Bureau reminded public officials and others entrusted with managing public resources to fulfill their duties with integrity and avoid embezzling, misusing, or squandering public funds, warning that such offenses are punishable by law.

RIB also thanked citizens who continue to report cases of embezzlement and misuse of public resources.

The suspects are currently detained at various RIB stations while their case file is being processed for submission to the Prosecution.
